This has to do with user rights. There are three types of user rights in OBF: Creator, Issuer and Admin.
An issuer can issue badges but not create them. A creator can create and issue badges. An admin can do administrative tasks in addition to creating and issuing badges. Please contact your organisation’s admin user and ask that your user rights are changed to creator.
